South Carolina Federal TBI Program

The lead state agency in the South Carolina Federal TBI Program is the Department of Disabilities and Special Needs, Head and Spinal Cord Injury Division, located at 3440 Harden Street Extension, P.O. Box 4706, Columbia, SC 29240,

South Carolina has received approximately $775,000 in Federal TBI State Planning, Implementation, and Post-Demonstration Grants. The State has provided roughly $385,000 in matching support, the majority as cash match.

South Carolina does not currently have a Federal TBI Program State Grant, but reports the following progress:

1. The Brain Injury Alliance of South Carolina is developing as a unified statewide consumer organization affiliated with the Brain Injury Association of America (BIAA).
2. The South Carolina Brain Injury Leadership Council is becoming more active and effective as the State’s TBI Statewide Advisory Board.
3. Initiated the "Community Opportunities" model which includes a Resource/Drop-In Center, Individual Rehabilitation Supports, and a Vocational Interests and Productivity (VIP) program in four areas of the State.
4. Vocational Rehabilitation Department has initiated a TBI Program within its Comprehensive Evaluation Center
5. Established the TBI Training Institute within the University of South Carolina School of Medicine, Center for Disability Resources.

Although South Carolina has a basic service structure in place and some dedicated funding within the Lead Agency, important areas of need and systems development remain:

1. access to information about TBI and linkage to services and resources
2. comprehensive medical rehabilitation within the first 24 months of injury
3. special education and related services for children/youth
4. specialized employment preparation, job placement and extended supports
5. ongoing training opportunities for agency staff and professionals
6. strong BIAA chartered state affiliate and effective network of local support groups
