Minnesota Population and TBI
State population in 2000: 4,919,479
Estimated TBI-related emergency department visits per
year: 15,467
TBI-related non-fatal hospitalizations per year:
2,796
Estimated TBI-related disability per year: 1,470
Minnesota currently does not have a Federal TBI
Program State Grant, but reports the following
progress:
1. Established a TBI Statewide Advisory Board,
completed a Needs and Resources
Assessment, and developed a TBI State
Action Plan which continues to be updated.
2. Formalized the pre-existing strong partnership
between five State Agencies and the BIA of
MN with an Interagency Agreement to
address agency gaps and overlap in policy,
funding, and services creating the MN TBI
Interagency Leadership Council (ILC).
3. Expanded the ILC to include the State’s
Department of Corrections, TBI Protection and
Advocacy Program, and the TBI Program at
the VA Medical Center in Minneapolis.
4. Implemented the "hospital discharge model"
(now "resource facilitation") developed and
enhanced by the Federal TBI Program State
grants statewide. The 2003 MN Legislature
funded a special surcharge, part of the TBI
Dedicated Funds.
In addition to work begun and sustained by the TBI State grants, Minnesota’s TBI State Action Plan identifies additional systems change needs, such as improved access to pertinent information; better linkage to resources in various systems (e.g., education, work, behavioral health, etc.); coordinating with “border hospitals” in neighboring States; and outreach to the underserved.
