Alabama Federal TBI Program

The lead agency in Alabama for the Federal TBI program is the Alabama Department of Rehabilitation Services.

The state of Alabama has received $1,014,846 in Federal TBI Implementation and Post-Demonstration Grants. The state matched the Federal grants with $564,840.

The population of Alabama in 2000 was listed as 4,447,100. The state records an estimated 24,351 in TBI-related emergency department visits per year; 2,780 of them are TBI-related non-fatal hospitalizations The estimated TBI-related disability per year for Alabama is 1,630.

The following progress has been made in the Alabama Federal TBI Program:

1. Improved communication and interagency linkages to maximize services and supports for individuals with brain injuries and their families.

2. Developed and implemented the PASSAGES Model—a sustainable, community-based system of care for children and youth with TBI that is individual- and family-centered.

3. Trained vocational rehabilitation transition counselors and high school educators to screen individuals for TBI.

4. Educated mental health service providers and the public about co-occurring psychiatric disorders and TBI issues.

5. Provided education and outreach regarding domestic violence and TBI to rehabilitation and women’s shelter staff statewide.

Although Alabama has initiated and sustained significant systems changes, the TBI grants have identified other important issues to be addressed. For example, Alabama has identified the need to address catastrophic insurance coverage, the potential for a Medicaid home and communitybased TBI services waiver, and the addition of personal care and targeted case management as optional services under Medicaid.
